Sanford, Colbert Busch debate for first time

(AP) ? Former South Carolina Gov. Mark Sanford and Democrat Elizabeth Colbert, after sparring from a distance for weeks, finally face off Monday in the pitched race for the state's vacant 1st Congressional District seat.

The two meet Monday evening at The Citadel in a debate sponsored by the Patch news service, the South Carolina Radio Network and Charleston television station WCBD. The debate is being cablecast by C-SPAN.

It's their first joint appearance in the campaign that started earlier when incumbent congressman Tim Scott was appointed to the state's vacant U.S. Senate seat. Sanford and Colbert Busch, as well as Green Party Candidate Eugene Platt, compete May 7 in a special election in the district that runs from northeast of Charleston south to the resort of Hilton Head Island.

Sanford's public career was sidelined in 2009 after he revealed he had an extramarital affair with an Argentine woman to whom he is now engaged. For weeks now, Sanford has been trying to make a political comeback, hammering Colbert Busch, the sister of comedian Stephen Colbert, for not debating more.

Sanford has accused her of running what he called a stealth campaign, fueled by out-of-state money and that the voters don't know where she stands on the issues.

"In the absence of everything else this (debate) takes on added significance because she hasn't debated," Sanford said.

Colbert Busch's campaign has responded that she has been busy with her own aggressive campaign schedule.

"I'm really looking forward to this debate," Colbert Busch said Friday. "I think what you will see when Mark and I are standing on the same stage is you will see an enormous difference between the two of us and you will see an enormous difference between the two campaigns. I'm really looking forward to it."

But she said she didn't think the campaign turns on the debate.

"I think people understand our campaign and what our campaign is doing resonates throughout the district," she added.

Ear Infections in Babies | Natural Holistic Health Blog

Babies can be fussy for a number of reasons. One reason is that their ears are hurting them. This could signify that an ear infection is in progress. Here is some helpful information on ear infections and what to do if your baby shows the signs.

An ear infection is not uncommon in babies. It occurs when there is a build-up of fluid behind the ear drum, or tympanic membrane. In that same area are the Eustachian tubes which are there to drain fluid and maintain our balance. But, sometimes these tubes can get blocked after a cold or an infection in the sinuses.

What are the signs of an ear infection? Well, babies can?t tell you what is happening to them so they cry, but this cry is often accompanied by other behaviors. You may notice that your baby pulls at their ears, leaving them red. Other signs include drainage from the ear, frequent diarrhea, fever and lack of appetite. If you notice these things happening after they have just gotten over a cold, it could be the final piece of the puzzle.

It is time to visit the doctor. Infections of the middle ear can go from bad to worse if left untreated. The pediatrician will examine your child?s ears and may refer you to an otolaryngologist. This doctor specializes in matters of the ears, nose and throat. They can prescribe a more detailed course of action for you and your baby.

The first thing that the doctor will do is look again with an otoscope. They may prescribe antibiotic drops to try and reduce the infection and drain the fluid naturally through the Eustachian tubes. For the pain, he may prescribe ibuprofen. Since babies like to squirm, lay them on their sides when administering the drops so they all get into the ear canal.

If the symptoms don?t subside, he will want to see you back. Sometimes frequent ear infections may require a surgical procedure called a myringotomy. The doctor makes an incision into the ear drum and inserts a tympanostomy tube to help the fluid drain away. Through the tube, drops can be administered and the bacteria can be washed away resolving the infection.

It is not uncommon for babies and young children to have many ear infections. They are around many other children in daycare and play centers. This exposes them to a greater amount of germs than they would encounter inside their home. Keep your child up on their immunizations to reduce the frequency of infections and illnesses they catch.

Breastfeeding your child also increases their immunity. Doctors recommend breastfeeding for at least six months for your baby to get the immunological boost.

If your child has the signs of an ear infection, get them to a doctor right away. Untreated, ear infections can affect their hearing.

Dell starts selling its XPS 10 Windows RT tablet with an optional LTE radio

The FCC told us that an LTE ready version of the Dell XPS 10 was coming, but there's nothing like official confirmation. In any case, it's here, and it runs on AT&T. Dell officially announced the variant's availability on its blog, identifying the radio the feds uncovered as a Qualcomm Gobi modem, a natural fit for the tablet's 1.5 GHz Snapdragon S4 CPU. The LTE option is only available for the device's 64GB configuration, and adds $100 to the price. Hey, nobody said getting LTE on your Windows RT tablet was cheap.

When not tending to her grandmother?s boarding house, Umi gets involved in the rescue of her school?s soon-to-be-demolished clubhouse, home to chemistry nerds, philosophers and the campus literary weekly ? which is edited by Shun (voiced by Anton Yelchin), with whom Umi shares a mutual attraction.

Frank Luntz's Secret Tape Reveals the Right-Wing Media's True Cruise Control

Republican message man Frank Luntz was secretly taped saying that right-wing radio hosts are hurting the GOP rebranding effort with their hostility to immigration reform. And, sure, it's kind of funny that one of the most important engines of the conservative movement ? drive-time talk ? has become so "problematic" for the GOP. But it's also amazing that Luntz expects talk radio hosts to pivot perfectly in sync with the Republican National Committee. We've?gotten so used to the idea that conservative media parrot official Republican Party talking points that even Frank Luntz ? king of the on-air focus group, prompter of Fox News teleprompters ? is surprised when they fail to do so.

"They get great ratings, and they drive the message, and it's really problematic," Luntz told students at the University of Pennsylvania, one of whom recorded him with ah iPhone and gave it to Mother Jones. Luntz complains:

"Marco Rubio's getting his ass kicked. Who's my Rubio fan here? We talked about it. He's getting destroyed! By Mark Levin, by Rush Limbaugh, and a few others. He's trying to find a legitimate, long-term effective solution to immigration that isn't the traditional Republican approach, and talk radio is killing him."

Talk radio is not really killing Rubio. "What you are doing is admirable and noteworthy," Limbaugh said when Rubio came on his radio show in January. But Luntz is used to working with more cooperative media figures, like, say, those on Fox News.?The Daily Show aired a brilliant segment on Luntz in February in which Jon Stewart dubbed him "Republican Batman." The show aired an interview on?Fox and Friends?in which Gretchen Carlson says, "You believe the error is 'smaller government.' You believe the adjustment should be 'more effective and efficient government.' Why are those words so important?" Luntz replies, "Because the American people don't care what the size of government is."

The most compelling moment was an oldie, from Fox in July 2009:

Luntz:?You're calling it the public option, which is what the White House calls it -- are you sure it isn't the "government option"? ?. If you call it the government option, the public is?overwhelmingly?against it...?

Sean Hannity:?You know what? It's a great point, and from now on, I'm going to call it the government option.

Alas, Limbaugh, Levin, and the rest are not nearly as plaint as Sean Hannity.?After all, on November 8, just days after Mitt Romney lost the presidential election with just 27 percent of the Latino vote, Hannity said, he'd "evolved" on immigration. In fact, he nearly perfectly anticipated the Senate's "gang of eight" immigration bill:

"It?s simple to me to fix it.?I think you control the border first. You create a pathway for those people that are here. You don?t say you?ve got to go home."

By contrast, we can applaud Limbaugh for having a little bit of journalistic integrity.

AMD Radeon HD 7990


The new AMD Radeon HD 7990 dual-GPU graphics card is meant to challenge Nvidia at the top of the consumer graphics stack. The HD 7990 combines two HD 7970 GPUs on a single PCB and includes a huge number of bundled games. It's competitive?but exactly how competitive depends on which game you check and whether or not the title is optimized to run on more than one graphics card.

In one sense, the Radeon HD 7990 is actually a bit late to the party. Analysts expected the card to launch a year ago, after Nvidia debuted its own dual-graphics solution, the Nvidia GeForce GTX 690. AMD allowed board manufacturers like PowerColor to launch unofficial Radeon 7990s based on custom design work, but elected not to put an official stamp of approval on its own card. The Sunnyvale, CA-based company remained mum on the topic of whether it would introduce a new dual-core GPU, even after Nvidia launched the $1,000 Nvidia GeForce GTX Titan in late February. As of today, all that changes?the new, official Radeon HD 7990 is meant to compete with both the GTX 690 and GTX Titan at the $1,000 price point.

Design and Features
Spec-wise, the Radeon HD 7990 is a pair of Radeon 7970 GPUs (codename: Tahiti) on the same slab of silicon. Each GPU contains 2,048 stream processors, 6GB of GDDR5, and a 384-bit memory bus. Each GPU is clocked at 1,000MHz, with a 1,375MHz memory clock. The two GPUs communicate directly with each other via a 48-lane PCI-E 3.0 bridge chip developed by PLX.

There are several differences between the new official 7990 and the older PowerColor custom GPU. Clock speeds on the official card are slightly higher (1GHz compared with 925MHz) and the AMD card draws significantly less power. The old PowerColor solution required three 8-pin PCI-Express power connectors and used a three-slot GPU cooling solution. The Radeon HD 7990 has a two-slot cooler and requires just two 8-pin PCIe power connectors. Finally, there's the question of graphics ports. PowerColor's custom HD 7990 offered two DVI ports, two mini DisplayPorts, and an HDMI port. The Radeon HD 7990 has a single DVI port and 4x mini DisplayPorts. These differences imply that AMD spent some time optimizing the Radeon 7990's twin GPUs for lower power consumption before it deployed the cards.

Software is the other area where AMD is pulling out all the stops. Anyone who buys a Radeon HD 7990 will also receive the following games as part of the company's "Never Settle" bundled game promotion:

? Far Cry 3: Blood Dragon (upcoming)
? Crysis 3
? BioShock Infinite
? Tomb Raider
? Far Cry 3
? Hitman: Absolution
? Sleeping Dogs
? Deus Ex: Human Revolution

These aren't just titles someone in marketing plucked out of a hat; they're some of the best games released in the past 12 months. BioShock Infinite is the top-rated game on Metacritic, while Tomb Raider is in third place. Anyone looking to drop $1,000 on a new graphics card has likely played some of these games already, but the bundle is worth roughly $300 (as priced at Amazon). The Radeon HD 7990 wins the all-time "bundled goodies" competition, hands down.

Before we discuss the Radeon HD 7990's performance, we need to talk about its competition. AMD's new dual-GPU is facing down two separate products from Nvidia?the single-GPU supercomputing-derived GTX Titan, with 2,668 CUDA cores and 6GB of GDDR5, and the dual-GPU GTX 690. Like the HD 7990, the GTX 690 sports a pair of GK104 graphics processors on a single PCB connected by a high-speed link chip. Each Nvidia GPU has its own pool of GDDR5 (2GB each). The GTX Titan, of course, is its own animal. It's a single GPU with 75% more cores than a single GK104 GPU and a 6GB frame buffer.

When we reviewed the Nvidia GTX Titan, we noted that the card wouldn't automatically be faster than the Nvidia GTX 690 in every instance. There are times when a pair of graphics cards working in SLI is going to be faster than a single card. There are also times when the reverse is true. Splitting a graphics workload into two sections, offloading those sections, and then recombining the output take a certain amount of time.

Testing and Performance
Our performance comparisons were done using an Intel Core i7-3770K Ivy Bridge CPU, 16GB of DDR3-1600, a 256GB OCZ Vector SSD, and a 27-inch Asus VG278HE monitor at 1,920-by-1,080. The Nvidia GTX 690's performance was simulated using a pair of GTX 680s in SLI; tests have demonstrated that the performance delta between the two configurations is essentially nil. All of our tests were run at 1,920-by-1,080 with maximum details set. Multi-sampled antialiasing was activated when available and turned up to 8x if possible.

In the Civilization V Late Game View benchmark test, the Radeon HD 7990 turned in a score of 93 frames per second (fps), compared with the Nvidia GTX 680 SLI's 98fps and the 102.6fps for the Nvidia GTX Titan. The critically acclaimed BioShock Infinite was a win for the Radeon HD 7990?it hit 108fps, compared with 107 for the Nvidia GTX 680 SLI and 88 for the Nvidia GTX Titan. In Hitman: Absolution, the Radeon HD 7990 had a commanding lead at 85fps, compared with 49fps for the Nvidia GTX Titan and 58fps for the pair of Nvidia GTX 680s in SLI mode.

There were, however, cases when performance slipped the other way. In Diablo III, the Radeon HD 7990 hit 139fps, which wasn't as good as the Nvidia GTX Titan (221fps), but was better compared with 136fps for the Nvidia GTX 680s in SLI. Multi-GPU support is apparently the culprit?Diablo 3 takes minimal advantage of the second GPU. Batman: Arkham City is another game where the Nvidia GTX Titan won by a wide margin: 112fps versus 94.8fps for the Nvidia GTX 680 SLI and 73fps for the Radeon HD 7990. Later investigation proved that Batman: Arkham City doesn't support CrossFire, which leaves the game running on just one GPU.

Which card is "best," in other words, depends on where you look. Historically, Nvidia has done a better job than AMD at providing timely driver updates with multi-GPU support for the latest games, but that trend may no longer be accurate. Since AMD first launched the "Never Settle" program last fall, the company has been putting a great deal more effort into driver updates, multi-GPU support, and sponsoring high-profile games.

The Nvidia GeForce GTX Titan is still the fastest single-GPU card on the market, but if you're looking for a dual-GPU solution, the AMD Radeon HD 7990 is a worthy competitor. Its overall performance is comparable to the Nvidia GTX 690 or (or a pair of Nvidia GTX 680's in SLI), and it comes with a massive game bundle. If you've been out of the game market for several years and are looking to jump back in with a full suite of titles, the Radeon HD 7990 is a great way to do it.

Novel mechanism by which UVA contributes to photoaging of skin

Apr. 25, 2013 ? A study conducted by researchers at Boston University School of Medicine (BUSM) provides new evidence that longwave ultraviolet light (UVA) induces a protein that could result in premature skin aging. The findings demonstrate that aspects of photoaging, the process of skin aging by chronic exposure to ultraviolet radiation, could be linked to genetic factors that accelerate the aging process when induced by the environment.

The study, published in the Journal of Investigative Dermatology, was led by BUSM co-authors Thomas M. Ruenger MD, PhD, professor and vice chair of the department of dermatology, and Hirotaka Takeuchi, MS.

Photoaging is attributed to continuous exposure to UVA and shortwave ultraviolet light (UVB) rays over a long period of time and affects skin surfaces most often exposed to sunlight, including the face, ears, hands and neck. The UVA or UVB rays can be from the sun or from synthetic sources, such as tanning beds. Progerin is a protein that has been associated with both normal and abnormal aging. In Hutchinson Gilford Progeria syndrome, a genetic disorder characterized by a vast acceleration of aging of most organs, expression and accumulation of progerin is caused by a mutation in the Lamin A gene.

In this study, skin cells were cultured and exposed to UVB or UVA rays and then examined for expression and accumulation of progerin. The results showed that progerin is induced by ultraviolet light, specifically UVA rays, and that this induction is mediated by reactive oxygen species causing alternative splicing of the LaminA gene pre-mRNA.

"This, to our knowledge, is the first time that induction of progerin is described in response to an external agent," said Ruenger, who also is professor of pathology and laboratory medicine at BUSM and a dermatologist at Boston Medical Center. "Our results reveal a novel mechanism by which UVA rays, which are often emitted from tanning beds, may play a role in the acceleration of photoaging of the skin."

The researchers also note that some aspects of photoaging should be regarded as a process of damage-accelerated intrinsic aging and that intrinsic and extrinsic aging are interdependent.

Dental records of missing Brown student requested after body found in river

The family of missing Brown University student Sunil Tripathi has been asked to provide dental records to the medical examiner in Providence, R.I.

The ME?is trying to identify the body of a man that was pulled from the Providence River late Tuesday afternoon. According to the lead investigator on the case, the ME expects to release the identity of the victim either Thursday or Friday.

Tripathi, 22, who is from Bryn Mawr, Pa., has been missing since March 16.?He was last seen on surveillance video early that morning, not far from his apartment on Brook Street, near campus.

The body was found by members of the school's crew team in the water near India Point Park, which is a few blocks away from Tripathi's apartment. Police on the scene said the body appeared to be that of a man in his 20s.

When reached by phone, Tripathi's brother Ravi told NBC10's Monique Braxton that the family is in Providence?and aware of the report. They?don't plan on commenting until the ME has determined the identity.

Tripathi, a graduate of Radnor High School, moved to Providence?to attend Brown. He was studying philosophy but took a leave this semester. Sunil battles depression and was working through a "tough time," his sister Sangeeta said last month. The family felt that in the weeks before he disappeared, however, Sunil was doing well.?

On the day his brother went missing, Ravi Tripathi made the trip from Philadelphia to Providence as fast as he could.

?We dropped everything. We didn?t even pack. And then a couple of days turned into over a month.?

Since then -- 38 days now -- Providence has been ground zero in the search for Sunil Tripathi. His immediate family, extended family and close friends are all there together. Every day they meet and collaborate on what they can do next.

Last week Sunil's case was thrust back into the spotlight following?a viral onslaught of erroneous speculation that Tripathi was connected to the Boston Marathon bombings.

"It's a very scary thing to be on the other side of it and see how quickly our voices got drowned out and hysteria took over,"?Ravi Tripathi said in an interview on Monday.

The Tripathi family has been posting the latest information and messages of hope on their ?Help Us Find Sunil Tripathi? Facebook page.

"It's been a roller coaster for all of us," Ravi said earlier this week, reflecting back on the five weeks they've spent searching for Sunil.? Ravi said he would always be grateful for the time everyone has spent together, saying the support of family and friends has been "beautiful. A gift."

Suspect in Canada terror plot denies charges

TORONTO (AP) ? A man accused of plotting with al-Qaida members in Iran to derail a train in Canada gave a rambling statement in a Toronto court Wednesday and appeared to be saying he does not recognize its jurisdiction.

Law enforcement officials in the U.S. said the target was a train that runs between New York City and Canada. Canadian investigators say Chiheb Esseghaier, 30, and Raed Jaser, 35, received guidance from members of al-Qaida in Iran. Iranian government officials have said the government had nothing to do with the plot.

"My comment is the following because all of those conclusions were taken out based on criminal code and all of us know that this criminal code is not a holy book," Esseghaier said at the hearing Wednesday. "We cannot rely on the conclusions taken out from these judgments."

The judge told him to "save that for another court," and take the advice of his lawyers. He was given a May 23 court date.

Charges against the two men in Canada include conspiring to carry out an attack and murder people in association with a terrorist group. Police ? tipped off by an imam worried by the behavior of one of the suspects ? said it was the first known attack planned by al-Qaida in Canada. The two could be sentenced to life in prison if convicted.

In a brief court appearance in Montreal on Tuesday, Esseghaier declined to be represented by a court-appointed lawyer. He made a brief statement in French in which he rejected the allegations against him.

Esseghaier, who was arrested Monday afternoon at a McDonald's restaurant in the train station, was later flown to Toronto for Wednesday's appearance in the city where his trial will take place.

Jaser also appeared in court Tuesday in Toronto and also did not enter a plea. He was given a new court date of May 23. The court granted a request by his lawyer, John Norris, for a publication ban on future evidence and testimony.

The case has raised questions about the extent of Shiite-led Iran's relationship with al-Qaida, a predominantly Sunni Arab terrorist network. It also renewed attention on Iran's complicated history with the terror group, which ranges from outright hostility to alliances of convenience and even overtures by Tehran to assist Washington after the Sept. 11, 2001, attacks on the United States.

Law officials in New York with knowledge of the investigation told The Associated Press the attack was to take place on the Canadian side of the border. They are not authorized to discuss the investigation and spoke only on condition of anonymity.

Jaser's lawyer said on Tuesday that his client questioned the timing of the arrests, pointing to ongoing debates in the Canadian Parliament over a new anti-terrorism law that would expand the powers of police and intelligence agencies.

Norris speaking outside the court said his client is "in a state of shock and disbelief."

He said his client would "defend himself vigorously" against the accusations, and noted Jaser was a permanent resident of Canada who has lived there for 20 years. Norris refused to say where Jaser was from, saying that revealing his nationality in the current climate amounted to demonizing him.

Canadian police have declined to release the men's nationalities, saying only they had been in Canada a "significant amount of time." But a London-based newspaper Al Arab reported Wednesday, citing unnamed sources in the Gulf, that Jaser is a Jordanian passport holder with full name Raed Jaser Ibrahim Amouri, who had visited the UAE several times and most recently in September 2011. The newspaper reported that the suspect also visited other Gulf countries including Qatar and Saudi Arabia. It was not possible to independently confirm the report.

Esseghaier's, in a profile on a university department website ? which has since been removed ? says he was born in Tunis, Tunisia.

Muhammad Robert Heft, president of the P4E Support Group Inc., a non-profit organization that provides support to Muslims in Canada, said Jaser's father Mohammad Jaser came to him several times citing concerns about the radicalization of his son. The discussions took place between 2010 and 2011, while the father was living in a basement apartment in Heft's home in Markham, Ontario. The pair took up accommodation there while awaiting surgery for Jaser's younger brother, who had been in a serious car accident, because the apartment didn't have stairs.

"He came to me about his son saying he how concerned he was getting about the rigidness of his son and his interpretation of Islam. He was becoming self-righteous, becoming pushy, pushing his views on how much they (his family) should be practicing as a Muslim," said Heft.

"His son was becoming overzealous and intolerant in his understanding of the religion," he said. "Those are the telltale signs that can lead into the radicalization process."

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security. Canadian police said the men never got close to carrying out the attack.

The warning first came from an imam in Toronto, who in turn was tipped off by suspicious behavior on the part of one of the suspect.

Ice tubes in polar seas -- 'brinicles' or 'sea stalactites' -- provide clues to origin of life

Apr. 24, 2013 ? Life on Earth may have originated not in warm tropical seas, but with weird tubes of ice -- sometimes called "sea stalactites" -- that grow downward into cold seawater near Earth's poles, scientists are reporting.

Their article on these "brinicles" appears in ACS' journal Langmuir.

Bruno Escribano and colleagues explain that scientists know surprisingly little about brinicles, which are hollow tubes of ice that can grow to several yards in length around streamers of cold seawater under pack ice. That's because brinicles are difficult to study. The scientists set out to gather more information on the topic with an analysis of the growth process of brinicles.

They are shown to be analogous to a "chemical garden," a standby demonstration in chemistry classes and children's chemistry sets, in which tubes grow upward from metal salts dropped into silicate solution. But brinicles grow downward from the bottom of the ice pack.

The analysis concluded that brinicles provide an environment that could well have fostered the emergence of life on Earth billions of years ago, and could have done so on other planets. "Beyond Earth, the brinicle formation mechanism may be important in the context of planets and moons with ice-covered oceans," the report states, citing in particular two moons of Jupiter named Ganymede and Callisto.

Sweeping immigration legislation would improve U.S. security by helping authorities to know who is in the country, Homeland Security Secretary Janet Napolitano said Tuesday, as supporters of an immigration overhaul marshaled arguments against opponents trying to slow it down in the wake of the Boston Marathon bombings.

Testifying at a Senate Judiciary Committee hearing, Napolitano said a wide-ranging bill circulating in Congress devotes more money to securing the border, requires employers to verify their workers' identity, and implements new systems to track people as they leave the country ? something that might have helped flag when one of the suspected Boston bombers traveled to Russia last year. Of great importance, Napolitano said, is the eventual path to citizenship for the 11 million immigrants here illegally.

Republicans have criticized such a path as a divisive proposal that rewards law-breakers. But Napolitano said it is a fundamental tool to help law enforcement authorities know who is here.

"One of the real significant improvements made by this bill is to bring people out of the shadows," she said. "We know who they are. We know where they are. And by the way, from a police perspective, once these people know that every time they interact with law enforcement they won't be subject to removal, it will help with the reporting of crimes, the willingness to be a witness and so forth."

Napolitano's support for legislation that's a top second-term priority for President Barack Obama was no surprise. While in the past she has criticized the idea of making a path to citizenship conditional on accomplishing border security goals first ? as the new bill does ? Napolitano didn't repeat that criticism Tuesday. Instead she said that the border security "triggers" in the bill are achievable, suggesting they wouldn't loom as major impediments to citizenship.

Napolitano's testimony came as last week's Boston Marathon bombings have clouded the introduction of the landmark immigration legislation, with Republicans suggesting it should be slowed down or revisited until more is known about any loopholes in the immigration system that the Boston bombers may have exploited, or national security flaws that should be addressed in the bill.

An author of the bill, Sen. Lindsey Graham (R) of South Carolina, was considering an amendment to require tougher background checks for certain immigrants deemed to pose a higher risk, such as those seeking asylum, an aide said late Tuesday.

India Child Rape: 2nd Man Arrested In Sexual Assault, Torture Of 5-Year-Old

NEW DELHI -- A second suspect was arrested Monday in the rape of a 5-year-old girl who New Delhi police say was left for dead in a locked room, a case that has brought a new wave of protests against how Indian authorities handle sex crimes.

Pradeep Kumar was arrested Monday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, and was being brought to the capital, police said.

Police said questioning of the first man arrested in the case, Manoj Kumar, led them to the second suspect. Manoj Kumar, 24, was arrested Saturday in Bihar and has since been flown back to New Delhi. Kumar is a common last name in India and the two men are not related.

The men are accused of abducting, raping and attempting to murder the 5-year-old, who went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by her attackers, police say.

The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Monday that she was responding well to treatment and that her condition had stabilized.

"She is much better today and her wounds are healing well," Sharma told reporters.

The attack came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.

For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police failed to act after the girl's parents told them she was missing.

About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.

The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.

"Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," said Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch.

Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.

Police also placed restrictions on gatherings of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.

Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about feeling insecure when they leave their homes.

Prime Minister Manmohan Singh called for changes in attitudes toward women in India.

"The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.

The December gang rape on a New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

Activists say passing strong laws is not enough, and that the government must ensure that police and the justice system crack down on crimes against women.

"Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.

Revolutionary new device joins world of smart electronics: New flexible, transparent, photosensitive device

Apr. 19, 2013 ? Smart electronics are taking the world by storm. From techno-textiles to transparent electronic displays, the world of intelligent technology is growing fast and a revolutionary new device has just been added to its ranks. Researchers at the University of Exeter have developed a new photoelectric device that is both flexible and transparent. The device, described in a paper in the journal ACS Nano, converts light into electrical signals by exploiting the unique properties of the recently discovered materials graphene and graphExeter. GraphExeter is the best known room temperature transparent conductor and graphene is the thinnest conductive material.

At just a few atoms thick, the newly developed photoelectric device is ultra-lightweight. This, along with the flexibility of its constituent graphene materials, makes it perfect for incorporating into clothing. Such devices could be used to develop photovoltaic textiles enabling clothes to act as solar panels and charge mobile phones while they are being worn.

Photosensitive materials and devices such as the one developed at Exeter can, in the future, also be used for intelligent windows that are able to harvest electricity and display images while remaining transparent. Smart materials have almost unlimited potential applications from integral iPods and keyboards in clothing to electronic displays on glasses and goggles.

Saverio Russo, Professor of Physics at the University of Exeter said: "This new flexible and transparent photosensitive device uses graphene and graphExeter to convert light into electrical signals with efficiency comparable to that found in opaque devices based on graphene and metals.

"We are only just starting to explore the interfaces between different materials at very small scales and, as this research shows, we are revealing unique properties that we never knew existed. Who knows what surprises are just around the corner."

Metallic nanostructures in smart materials typically cause a haze that prevents them from being truly transparent. The photosensitive device developed at Exeter contains no metals and is therefore completely transparent but, as it can detect light from across the whole visible light spectrum, it is as efficient at sensing light as other recently developed opaque photoelectric devices.

How US Politics Is Broken

NEW YORK ? For all of their differences, liberals and conservatives seem to agree on one thing: politics in America is broken.

"What the public wants doesn't get reflected in what happens in Washington," said Jeffrey Sachs, director of the Earth Institute at Columbia University, at an event Friday (April 19) on Columbia's campus. The way "politics has been taken over by powerful groups absolutely has to change in this country," Sachs said.

Sachs, who is Special Advisor to United Nations Secretary-General Ban Ki-moon on the Millennium Development Goals, and former Congressman Joe Scarborough (R-Fla.), host of the MSNBC show Morning Joe, discussed some of these problems here at an event entitled, "A Conversation on America's Future."

Illustrating the sorry state of politics, both panelists pointed to hot-button issues and recent events. Earlier this week, the U.S. Senate failed to pass a bill that would require background checks for gun buyers, even though the majority of Americans support gun reforms, polls show. The nation continues to battle a crippling national debt, as politicians continue to debate a solution. And health-care costs remain sky-high, in spite of attempts to reform the system. Gun control blocked

Following the gun control bill's defeat, Scarborough lambasted his fellow Republicans ? and some Democrats ?for their role in blocking the bill. "We're talking about passing a bill that 90 percent of Americans support that would simply require background checks to make sure people aren't gang members, make sure they aren't terrorists, make sure they aren't convicted felons, make sure they aren't violent past offenders. Who can be against that?" Scarborough said.

Republicans need to stand up to the extremists in their party, Scarborough said. "I've always criticized liberals for being too weak," he said, but "it's Republicans now who are cowering in the corner."

The vote on gun control reflects a pervasive theme across politics, Sachs said. "We've seen that Americans want us out of wars, for example, and yet the wars continue. We've seen Americans [?] want higher taxes on rich people, but that of course hasn't happened. The American people were disgusted by what Wall Street perpetrated, and every day we see more crimes being settled [out of court]," said Sachs, referring to the corruption of Wall Street executives.

Skyrocketing costs

When it comes to tackling the national debt, both Republicans and Democrats harbor fantasies, Sachs said: Republicans think cutting taxes is the best way to stimulate the economy, whereas Democrats think spending money is the way to go.

Scarborough said he would happily spend "$3 trillion" on a stimulus bill if it were investing more heavily in rebuilding America's infrastructure, and supporting a new generation of scientists like the ones that put a man on the moon. These things would resurrect the economy, Scarborough said, but he claimed the government's stimulus package has failed to do that.

Both Scarborough and Sachs also agreed that politics has failed in health care. The problem is two-fold, Sachs said, with progress on one issue stopping progress on the other. First of all, the United States is one of the only high-income countries where you can't be assured of health care. "We've had a solid 10 or 15 percent of Americans that are without coverage, and they somehow falls through the cracks." Secondly, the United States has the most expensive health-care system in the world, Sachs said ? the United States spends way more per capita per year on health care as other countries. "The prices are out of site and out of control," Sachs said.

In 2000, the United States spent an average of $4,500 per person on health care compared with Switzerland, which spent an average of $3,300 per person, after adjusting the per capita spending rates to international dollars, according to the University of California, Santa Cruz, Atlas of Global Inequality.

The problem with "Obamacare," Sachs said, was that Obama was completely focused on the first problem ? providing universal access to health care ? which he addressed "by sacrificing almost anything on the second problem [i.e., the costs]," Sachs said. Lowering costs would be unpopular with pharmaceutical companies, whose support Obama needed to pass his bill, Sachs said. The power of lobbyists is "crazy," he added. "If you let special interest groups determine politics, you have to do things in the back room because it's so ugly."

Given how the system is broken, "we have to try to find that heart of decency again in American politics," Sachs said.

Orbital Sciences Antares test launch scrubbed after malfunction (+video)

The rocket is one of two commercial rockets NASA is relying on to resupply the International Space Station in the post-space-shuttle era.

Umbilical cords typically supply power and allow flight controllers to monitor a rocket's systems until shortly before launch, when these functions are transferred to the rocket's internal control systems.

The cord dropped from its connector about 12 minutes before the main engines were to ignite. The ground team must drain the fuel tanks before technicians can reach the rocket and pinpoint the cause of the failure.

The mission has been billed as a test flight. It aims to iron out any wrinkles in the processes and hardware used at the pad, in addition to demonstrating that the rocket can deliver a payload to orbit. In this case, the payload is a full-size, full-weight mock-up of the cargo carrier Orbital Sciences has designed to carry cargo.

"You learn a little bit form every launch attempt. So we'll take the lessons learned today and move into another launch attempt as soon as it's safe to do so," said John Steinmeyer, a senior project manager at Orbital Sciences.

The test represents a milestone Orbital Science must clear under its $1.9 billion contract with NASA for eight cargo missions through 2015. Successful completion of this mission represents an immediate check for $4 million from the agency, whose payouts to this point depend on the company passing specified milestones.

In all, Mr. Steinmeyer says, the contract with NASA represents "the most ambitious collaboration to date" for the company, which has been building and launching satellites and smaller rockets for more than 30 years.

The launch site, dubbed the the Mid Atlantic Regional Spaceport, is run by the Virginia Commonwealth Spaceflight Authority, a collaboration between Virginia and Maryland.

The spaceport was established in 1997 at the southern end of NASA's Wallops Island Flight Facility. Participants broke ground on Antares's launch pad in June 2009.

Until now, rockets launched from Wallops Island have tended to be suborbital sounding rockets, whose motors burn solid fuel. Antares' installation required pumps, plumbing, and tank farm needed to store and deliver the chilled liquid fuel that Antares's main engines require.

Referee Josh Rosenthal pleads guilty to charges for owning $6 million worth of marijuana

Well-known MMA referee Josh Rosenthal has been a part of some of the UFC's most famous bouts, including Brock Lesnar's championship win over Shane Carwin and Dan Henderson's Fight of the Year win over Mauricio "Shogun" Rua. Now, it turns out he was also part of an illegal drug operation.

In a story that could have been the plot of the show "Weeds," Rosenthal plead guilty to charges of conspiracy to manufacture and distribute marijuana. He and an associate owned a warehouse that kept 1,356 marijuana plants with a street value of $6 million. According to MMA Junkie, he could spend more than three years in prison:

The government is recommending 37 months in jail, fines and five years of probation, during which he would be subject to random searches, according to the agreement. Without a deal, he faced 10 years to life in prison, a $10 million fine and a minimum of five years' probation.

The court will ultimately decide Rosenthal's fate. He is scheduled to appear on May 17.

Rosenthal was once a mainstay on the UFC refereeing rotation, but hasn't been in the cage recently. His license lapsed in California as he dealt with his legal troubles and healed from a staph infection. Though referees are assigned by state commissions, not the UFC, Rosenthal had earned the praise of UFC president Dana White for his role in the Lesnar-Carwin bout.

Wet Cell Phone Rescue Tool That's Better Than Rice

Each year millions of phones are damaged by water.? The interior gets wet and the circuitry goes kaput. Replacing a wet smartphone can cost upwards of $400, so are there any ways to save a phone, especially an iPhone that?s gone for a swim?

Previously I tested the efficacy of drying a phone in uncooked rice, it worked for Blackberries and some Android phones, but I couldn?t get it to save an iPhone. So when I saw a new product that promised a 100% success rate for resuscitating wet phones (including the iPhone), I had to try it.

?

First I dunked a powered on iPhone 4 in fresh water for 20 seconds, fully submerging it and cringing as I watched air bubbles popping out of the phone?s innards, as I knew water was rushing in.

?

Then I pulled out the Dry-All Smartphone Recovery kit and followed the directions.? First turn the phone off, towel dry, put in the Dry-All case for 24 hours. The biggest mistake people make after accidentally getting a phone wet is to turn it on and see if it?s working. That can fire up the phone and further fry the circuitry. If the phone is in sleep mode (screen off but powered on, as it normally is in your pocket) do nothing but hit the off button and fully power it down once you remove it from the water.

The Dry-All can be purchased either as a one-time use bag for $11 or a five-time use case for $50. It is filled with proprietary dehumidifying beads that were originally designed to keep sensitive military equipment dry as it shipped across the ocean during World War II. The company claims that the Dry-All has a 100% success rate when drying out phones that have been submerged in water less than 30 seconds (if you follow their directions).

The main differential between their beads and other desiccants, like rice, is the speed at which they can remove moisture from the hone and thus prevent corrosion. Because the iPhone does not have a removable battery, its parts are less accessible and I presume harder to get dry than the other phones we successfully revived with rice.

So after 24 hours in the Dry-All container, I opened it with some hesitation and was pleasantly surprised to see the iPhone turn on. I had no problems with the phone, like non-working buttons or glitchy behavior.? I decided to try it again and sure enough after another 20 second soak and 24-hour period in the Dry-All container, the iPhone powered on again.

Now there are other products that promise smartphone resuscitation like the Kensington Evap pouch ($20) and when I tested it, it was also successful in reviving the iPhone after a 20 second dip.

One note: while both these products revived the phone to full working status ? the iPhone?s Liquid Contact Indicator (located inside the headphone jack) had been tripped by the initial exposure to water and the pouches could not alter that indicator status. Once tripped that indicator voids the one-year warranty or any Apple Care warranties on the phone.

But if you are prone to wet phone incidents, having one of these rescue packs on hand seems like a good investment and might prevent you from having to spend a few hundred dollars on a replacement phone in the future.

Assad's forces break rebel blockade in north Syria

BEIRUT (Reuters) - Syrian government troops have broken through a six-month rebel blockade in northern Syria and are now fighting to recapture a vital highway, opposition and state media said on Monday.

Rebels had kept the army bottled up in the Wadi al-Deif and Hamidiya military bases in Idlib province. But on Sunday, President Bashar al-Assad's forces outflanked the rebels and broke through, the pro-government al-Baath newspaper said.

The insurgents counter-attacked on Monday but their front has been weakened in recent weeks due to infighting and the deployment of forces to other battles, activists said.

The break-out from the bases, located outside Maarat al-Nuaman town, may enable the army to recapture the main route into Aleppo, Syria's largest city, and bolster their fragile supply lines in the heart of the rebel-held north.

Two years into the uprising against Assad, government forces are fighting hard to maintain control of cities. Many rural areas and provincial towns have fallen to the rebels. Aleppo, formerly a business hub, is locked in a stalemate between the rival forces.

Rebels had advanced in northern Syria, near Turkey, and southern Deraa province near Jordan. But government forces have kept the rebels out of central Damascus and hold more than half of Homs city, which links the capital to Assad's Alawite heartlands near the Mediterranean coast.

March was the bloodiest month yet in a conflict which began as a protest movement against four decades of Assad family rule but has descended into an increasingly sectarian civil war in which at least 70,000 people have been killed.

Sunni Muslim rebels are the backbone of the insurgency, while minorities like the Alawites, from an offshoot of Shi'ite Islam, have largely fought with Assad, who can count on outside support from Russia and Iran.

Western powers, who want to see the end of Assad but do not want to intervene militarily, have been alarmed by the advance of Islamist groups like the Nusra Front in a conflict which has deepened the Middle East's sectarian divide.

Diplomatic efforts to find a political solution have gone nowhere.

BREAK THE BLOCKADE

Rebel attacks had forced the army to relinquish many bases in northern Syria and most roads around Aleppo and Idlib province, leaving the remaining government-controlled areas in the north to rely on airlifts for food and weapons.

"The break of the blockade yesterday allowed the army to drive six lorries full of weapons to get into the bases of Wadi Deif and Hamidiya," Rami Abdelrahman, head of the British-based Syrian Observatory for Human Rights, told Reuters.

The pro-opposition observatory said that despite the army gains, neither side had a clear advantage.

Abdelrahman counted more than 50 fighters dead or missing from the battle on Sunday. The army advance was not yet a decisive victory but could reopen battlefields in the north where rebels had the advantage, he said.

"We will see now what happens but if the rebels can push back the regime, they can avoid a major setback. If the regime is able to hold this opening it could take back the whole road and that will have major strategic consequences," he said.

Activists in Maarat al-Nuaman, which has faced daily air strikes due to the blockade, accused rebels of causing their own defeat by depleting their forces in the area.

Islamist units that moved in over the weekend accused forces on the ground, lead by the Martyrs of Syria brigade, of failing to secure the base and sending away too many fighters.

The Martyrs of Syria brigade said they were pushing their campaign and the Islamist groups had hurt their blockade by interfering.

According to Abdelrahamn, many of the main fighting units previously based in the area had moved to Raqqa, Ras al-Ain, and Hassakah, towns in the northeast which rebels recently seized.

Government forces have pushed hard near the cities of Aleppo, Idlib and Damascus in recent weeks.

An air strike killed 13 people, including 10 children, in the Damascus district of Qaboun on Sunday, the Observatory said.

Activists showed video footage of a boy, his face and arms blackened and bloodied and his leg bandaged, and a photograph of the bodies of three children in blue plastic body bags.

The fighting in Syria has also spilled over with increasing frequency into neighboring Lebanon.

Two people, one of them a 13-year-old boy, were killed in the Lebanese border village of Qasr on Sunday by rocket fire from rebel-held positions in Syria, a Lebanese security source said. Six people were wounded.

Lebanese President Michel Suleiman condemned the bombardment, which he said "killed innocent Lebanese who have no connection to the conflict taking place outside their country".
